Integrated Operations Center for Providing Humanitarian Assistance (HELP) about?

HELP aims to improve the strategic and operational efficiency of public administration and services towards the effective and efficient prevention, mitigation and management of natural disasters, risks and hazards within the wider cross-border area between Greece and the Republic of North Macedonia by providing an integrated solution for technical support and management of post-disaster relief operations and logistics on site.


  • A cluster of two interconnected Command, Control, Communications, Computers and Intelligence Centers (C4I) and one on-site Medical treatment facility (MED) containers that will constitute an integrated operations center for providing humanitarian assistance.
  • A Crisis Management Plan and training of the stakeholders on the effective use of the containers.
  • Actions related to the reinforcement of citizens’ awareness on natural disasters, risks and hazards and the promotion of volunteerism.

The INTERREG IPA Cross Border Cooperation Programme CCI 2014 TC 16 I5CB 009 is a cross-border cooperation Programme co-financed by the European Union under the Instrument for Pre-Accession Assistance (IPA II). The strategy statement of the Programme is “to enhance territorial cohesion by improving living standards and employment opportunities holding respect to the environment and by using the natural resources for upgrading of the tourism product”. The total budget of the Programme for the period 2014-2020 is 45.470.066,00 €.
